Philip Lark is the Executive Director of the Program on Cyber Security Studies (PCSS) at the George C. Marshall European Center for Security Studies. Professor Lark is the Founder and Architect of the Marshall Center's Global Cyber Security Program. PCSS is a comprehensive non-technical strategic-level national cybersecurity strategy and policy development program. PCSS activities are specifically designed for top national leaders including diplomats, legislators, ministerial staffs, and cybersecurity professionals. His current cybersecurity strategy, policy, institutional capacity-building work and research is focused in Europe, Eurasia and Africa, developing and designing whole-of-government programs.
